Local validation list

The Council is currently undertaking an update of the Local List which is being consulted from 25 April to 26 May 2024. The draft Local List and details about how you can comment can be found here

The local validation list provides guidance about the level and type of information we need with a planning application, in order to provide a degree of certainty and clarity to assist applicants.

The requirements are proportionate to the nature and scale of your proposal.

Please read this document carefully before submitting your application. Indicative thresholds and criteria are given to help, but please note that not all the information set out in the local list will be required for every application.

Consultation on Local Validation Requirements List 

When an application is submitted to the Council, we will require supporting information to validate the application. The information that is required makes up the Local Validation Requirements List.  

The list comprises national and local validation requirements and provides advice on the detail and scope of information, depending on the type of application and nature of the proposal. Applications will not be validated until the information is provided.  

The current List is dated 2015 and is overdue for review. The new List outlines the plans and documentation (and level of detail) for the following applications.

  • Approval of Reserved Matters 
  • Permission in Principle 
  • Listed Building Consent 
  • Advertisement Consent 
  • Lawful Development Certificate (Existing)

Public consultation of the new List runs from Thursday 25 April – Sunday 26 May 2024. Any comments about the List can be emailed to Planning at  planningsupport@epsom-ewell.gov.uk .  

All consultation responses will be reviewed, and where feasible, any suggestions for amendments or changes will be incorporated into a revised Local List that will go to the Licensing and Planning Policy Committee for consideration. If approved by the Committee, the revised Local Validation Requirements List will be added to the Council’s website in July 2024.

Agent’s Forum 

As part of the consultation process, we are inviting those individuals and planning agents that have submitted planning applications to the Council on a semi regular basis to join us at the Council offices on Thursday 9 May 2024 between 10am and midday where we will outline the draft Local List and seek feedback and ideas for improving the validation process.

While not a forum to discuss individual cases, attendees have the opportunity to provide feedback to service managers on our planning services and highlight any general issues. We will take the opportunity to update attendees on other topics including:

  • The emerging Epsom & Ewell Local Plan
  • The Epsom Town Centre Masterplan
  • Community Infrastructure Levy
  • Recent changes including Biodiversity Net Gain
  • The Council’s fast track planning service
  • Pre applications
