Local Plan consultation on additional documents
11 May to 15 June 2026
As part of the Local Plan examination stage a five-week public consultation(link is external) is being undertaken on the following documents submitted by the Council to the Inspector since 8 October 2025:
COUD020 - LAA addendum
COUD021 – Green Belt Topic Paper Addendum
COUD029– Potential sites for allocation Document
COUD030 - SA Addendum
COUD031 - HRA Addendum
COUD032 - IDP addendum
COUD033 - Transport Assessment Addendum
These documents relate to additional sites that could potentially be allocated through main modifications to the Local Plan following this consultation. The consultation documents and response forms are available on the Council’s consultation portal(link is external) with hard copies available to view in the following locations:
Epsom & Ewell Borough Council: Town Hall, the Parade, Epsom, KT18 5BY
Opening times: Monday to Friday 9am until 4.30pm. Closed Saturday, Sunday and bank holidays.

Opening times: Monday, Wednesday & Friday 9.30am until 5.30pm, Tuesday & Thursday 9.30am until 7pm, Saturday 9.30am until 5pm. Closed Sunday and bank holidays.

Opening times: Tuesday to Saturday 9.30am until 5pm. Closed Monday, Sunday and bank holidays.

Opening times: Tuesday, Wednesday & Friday 10am until 5pm, Saturday 10am until 4pm. Closed Monday, Thursday, Sunday & bank holidays.
Stoneleigh Community Library: 1 Stoneleigh Broadway, Stoneleigh, Epsom, KT17 2JA
Opening times: Monday, Tuesday & Friday 10am until 1pm and 2pm until 5pm, Thursday 10am until 1pm, Saturday 10am until 4pm. Closed Wednesday, Sunday and bank holidays.
Recent planning policy consultations
Consultation on the submitted Stoneleigh and Auriol neighbourhood plan (Regulation 16 Consultation)
The consultation has closed and was undertaken between 9am on Friday 20 June 2025 and 11.59pm on Friday 1 August 2025.
Following the close of the consultation, the Stoneleigh and Auriol Neighbourhood Plan will undergo independent examination. Please note that representations received to the consultation will be forwarded to an appointed examiner and will also be published on our consultation portal and website.

Proposed Submission Local Plan (Regulation 19)
The Proposed Submission Local Plan was subject to public consultation from 09:00 on 20 December 2024 to 23:59 on the 5 February 2025. This consultation stage (Regulation 19) focused on whether the plan is sound and legally compliant.
We are currently processing the responses received and are preparing to submit Local Plan (2022-2040), other consultation documents, supporting documents and all consultation responses to the Secretary of State for public examination before the 12 March 2025.
The Proposed Submission Local Plan was informed by the responses to our consultation on a Draft Local Plan (Regulation 18) that was undertaken in February and March 2023.
Draft Epsom Town Centre Masterplan
Consultation on the Draft Town Centre Masterplan was undertaken between 24 November 2023 and 22 December 2023. This follows early engagement that was undertaken between 25 July to 31 August 2022.
Draft Local Plan 2022-2040 (Regulation 18)
The Draft Local Plan (Regulation 18 consultation version) was subject to public consultation from noon 1 February 2023 – 19 March 2023.
