Stoneleigh and Auriol Neighbourhood Referendum
The Stoneleigh and Auriol Neighbourhood Plan is at an advanced stage; the examination has been completed.
The referendum relating to the adoption of the Stoneleigh and Auriol Neighbourhood Plan will take place on the 12th February 2026.
The question which will be asked in the Referendum is:
“Do you want Epsom and Ewell Borough Council to use the Neighbourhood Plan for Stoneleigh and Auriol to help it decide planning applications in the neighbourhood area?”

Decision to proceed to Referendum and Decision Statement (regulation 18)
On the 25 November 2025, the Councils Licencing and Planning Policy Committee agreed to accept the Examiner’s recommended modifications to enable the plan to proceed to referendum. As required by the regulations, this is formally set out within the Decision Statement.
It is anticipated the referendum will take place on 12 February 2026. Eligible voters in the neighbourhood forum area will be asked to answer yes or no to the following question:
"Do you want Epsom and Ewell Borough Council to use the neighbourhood plan for Stoneleigh and Auriol to help it decide planning applications in the neighbourhood area?"
Examination
The Stoneleigh and Auriol Neighbourhood Plan was submitted for examination on the 18 May 2025. In August 2025, Independent Examiner Chistopher Lockhart-Mummery KC was appointed to carry out the examination.
The Council received the Examiner’s Report on 23 October 2025 recommending that subject to a series of recommended modifications the Stoneleigh and Auriol Neighbourhood Plan should proceed to referendum.

Consultation on the submission neighbourhood plan (regulation 16)
The Stoneleigh and Auriol neighbourhood plan was submitted for consultation under regulation 16 of the neighbourhood planning regulations 2012, for six weeks from Friday 20 June 2025 and Friday 1 August 2025.

Consultation (regulation 14)
Consultation on the draft neighbourhood plan under regulation 14, was undertaken between the 9th of September 2024 and the 27th of October 2024. Neighbourhood Forum Designation
The Council received an application for the designation of Stoneleigh and Auriol Neighbourhood Area and a separate application for Stoneleigh and Auriol Neighbourhood Forum in July 2020.
This was followed by a public consultation period on both applications between Monday 17 August 2020 to Friday 9 October 2020 (5pm).
On the 12 November 2020, the Councils Licencing and Planning Policy Committee resolved unanimously to:
(1) Designate Stoneleigh and Auriol Neighbourhood Area;
(2) Designate Stoneleigh and Auriol Neighbourhood Forum
