The Core Strategy is a Local Development Document, which is central to the delivery of sustainable development.  It identifies the key issues and the social, economic and environmental objectives for the future development of the Borough up to 2022.

The document provides a long term planning vision for the area, drawing upon the aims and objectives contained in the Borough's Community Strategy.  It contains broad strategic policies aimed at meeting that vision and sets the overall framework in which more detailed plans will be drawn up and decisions made.  It does not deal with specific development sites, nor does it deal with the most detailed policy issues; these will follow in later documents.

Following consultation on the 'Issues and Options' and 'Preferred Options' stages, the Council produced the 'Core strategy Submission Document' which was sent to the Secretary of State for independent examination.

The Epsom and Ewell Core Strategy was formally adopted by the Council on 24 July 2007.

Inspector's Report & Close of Examination April/ May 2007

The examination of the Core Strategy closed on 27 April 2007.
Following a fact check of the Inspector's draft report, the Planning Inspectorate issued the Council with the Inspector's final report on 16 May 2007.

The Core Strategy has been deemed 'Sound' by the Inspector, subject to a number of of binding changes.

Preferred Options: January 2006

The Council has used the consultation comments and the results from the ISAR to inform the next stage in the preparation of the Core Strategy – the 'Preferred Options (pdf- 300kb) ' document.  This document was subject to a sustainability appraisal, and the 'Preferred Options Sustainability Appraisal Report (pdf- 477kb)' was made available alongside the 'Preferred Options' document, for a six week consultation period, concluding on 28 February 2006.

Issues and Options: June 2005

The Council produced an Issues & Options (pdf- 43.2kb)  document for the first stage of the Core Strategy preparation.  This document identified a number of issues to be addressed with associated options.  In addition, an Initial Sustainability Appraisal Report (ISAR) (pdf- 407kb) was produced which assessed the options against the sustainability objectives set out in the Borough's scoping report (pdf- 265kb), which was published in May 2005.  A 6-week consultation period on the Issues & Options paper ended on 15 July 2005.
