What is the LDF?
Following the introduction of the Planning and Compulsory Purchase Act 2004, which received Royal Assent on 13 May 2004 and commenced on 28 September 2004, the planning system will be subject to a number of changes. The changes relating to planning policy are summarised in a bulletin (PDF version).
At a local level, the Act requires the Borough Council to prepare a Local Development Framework. This will replace the existing Local Plan, which was adopted in May 2000.
Some policies within the Local Plan were 'saved' on 27 September 2007 by the Secretary of State. These policies should be read alongside the policies in the Local Development Framework.
What will it consist of?
The Local Development Framework (LDF) comprises a number of Local Development Documents (LDDs). The Council is working towards the production of the following Local Development Documents (Click on the link for more information):
Core Strategy DPD
Development Control Policies and Site Allocations DPD (The Delivery DPD)
Proposals Map
Epsom Town Centre Area Action Plan DPD (Plan E)
Developer Contributions SPD (part 1 Affordable housing)
Developer Contributions SPD (part 2 Infrastructure)
Design Guidance SPD
Statement of Community Involvement (SCI)
Local Development Scheme (LDS)
Sustainability Appraisal Scoping Report
Annual Monitoring Report (AMR)
The first four documents listed are also known as Development Plan Documents (DPDs). These will form the basis for decisions on land use planning, with any Supplementary Planning Documents providing additional guidance.
The preparation of the DPDs will be informed by an evidence base.
The programme for the production of the local development documents is set out in the Local Development Scheme.
