As part of the Local Development Framework (LDF) the Council is producing an Area Action Plan (AAP) for Epsom Town Centre. This is Plan E.


The Council has now published the Plan E Proposed Submission Document. Representations may be made on this between 1 February and 15 March 2010. The document can be viewed and representations made through the consultation portal. Further information on Plan E is set out below:

What is Plan E?


Plan E is a long term strategy for the town centre and provides a framework for future change up to 2026. It is a long term 'spatial' strategy which will help deliver not only the Council's objectives for the town centre, but also the Local Strategic Partnership and partner organisation's goals and aspirations. It will build on the vision for the town centre set out in the Core Strategy.

Why produce Plan E?


As the main town centre in the Borough, Epsom plays a vital role in the community, being the focus for a range of services and activities. Like all town centres, it faces a variety of challenges and pressures. It has seen significant change in the past few years and this is likely to continue.

It is therefore important to plan to ensure that Epsom reaches its full potential and remains a vibrant and distinctive place where people want to visit, work, live and study. Plan E has been produced to help achieve this, and maps out a way forward for the town until 2026.

Stages in the production of Plan E

Plan E is being produced as part of the Local Development Framework and has been under preparation for the last eighteen months. Its development has been informed by consultation responses, sustainability appraisal and a variety of other evidence.


The Proposed Submission Document is the final stage in the production of Plan E. This document will be submitted to the Secretary of State, where it will be subject to an independent Public Examination to assess whether or not it is ‘sound’. Prior to submitting the document, the Council is providing the opportunity for interested parties to make a representation on the document. Any representations will then be passed through to the Secretary of State to be considered as part of the Public Examination.
