Adopted Local Development Framework Documents

The Council has two adopted Local Development Framework documents:

Core Strategy Development Plan Document

The Council adopted the Core Strategy on 24 July 2007.  This document sets the overall planning framework for the Borough and contains a number of key strategic policies.

Developer Contributions Supplementary Planning Document

The Council adopted the Developer Contributions SPD on 24 June 2008.  The SPD sets out in detail the Council's approach towards what affordable housing infrastructure contributions are required to facilitate new development within the Borough.  A model unilateral undertaking template and contributions calculator are available in association with the SPD.  Please complete these and submit alongside a planning application where relevant.

The Local Plan
The local plan was adopted in May 2000 following extensive consultation and a public local enquiry.  The plan consists of a written statement containing planning polices and justification and a proposals map.

Please Note
The Council received a direction from the Secretary of State as to which Local Plan Policies could be 'saved' beyond 27 September 2007.  This means that a number of policies have now 'expired' and no longer form part of the development plan.  The direction and accompanying letter can be viewed below.

For clarity, the 'expired' policies in the Local Plan have been crossed through in red, within the written statement above. 


Supplementary Planning Guidance

The policies in the local plan are amplified by supplementary planning guidance notes.  These relate to:
Single Plot and Residential Infill Development - (adopted September 2003);
Householder Applications Design Guidance - (adopted January 2004)

The Council has approved a development brief for the West Park Site, part of the hospital cluster.

Planning policy guidance / statements

The Council must also take account of Planning Policy Guidance notes (PPGs) and Planning Policy Statements (PPSs) published by the Government.

Regional Spatial Strategy 

The South East England Regional Assembly (SEERA) is responsible for the preparation of the South East Plan (SEP).  Part One of the plan provides a Regional Spatial Strategy with Part Two setting out the Sub-regional Strategies, including the one for this area, the London Fringe.  The SEP will replace current regional planning guidance RPG9 and, in due course, the Surrey Structure Plan (2004)
