This year sees the Queens Diamond Jubilee to honour the 60-year reign of Queen Elizabeth II in the UK. The following information is provided to help those wishing to hold a street party that will require a road closure.
We have tried to simplify the process as much as possible; by fulfilling the requirements below you will help make the process run as smoothly as possible.

It is a requirement of the application process to consult those residents that will be affected by the closure and to obtain written consent. A 75% level of support is required before the application can progress.
We require evidence of this consultation, usually in the form of a copy of the consultation letter sent and a list of the addresses contacted. Please obtain signatures to confirm whether or not the residents agree to the road closure as the Council also needs to be aware of any objections.
Recommended steps
- Consult those residents affected by the potential road closure
- Obtain the written consent of at least 75% of those residents affected (we recommend using the consent template found at the bottom of this page)
- We strongly recommend that you look into taking out public liability insurance for this event, although it is not compulsory and the Council can still agree for the road to be closed as requested. The purpose of the insurance is to cover you in case any claims are made against you arising from the party
- Outline your arrangements for clearance of any rubbish resulting from the party.

You may find it helpful to look at the Street Party website which has lots of information to help you organise a street party and gives details about road closures and road signs. There are templates on the website which you can download to make your own signs; there is also information about suppliers should you wish to order ready-made signs.
It is recommended that you give us at least 6 weeks’ notice of the road closure. In order for us to process your application in time for the 'Jubilee' celebration weekend, we would need to receive your application by 28 March 2012. Following receipt of the paperwork, we will then consult Surrey County Council within two working days. Surrey will be responding to applications from 1 April 2012 and we should receive their response within three weeks of this date.
If it is approved we will send you a copy of the traffic order. If however the application is rejected, we will let you know the reasons why this is the case. We will aim to respond to you at least 14 days prior to the proposed road closure.
