Responsible for the operational service including:
- Recruitment, Selection, interviewing and testing
- Training administration
- Sickness monitoring
- General advice to all managers and staff on employment law and practice
- Disciplinary, performance appraisal and personal development plans
- Payroll/Payroll Bureau Services
- Performance Management
- Staff Benefits
- Policy Development
- Employee and Industrial Relations
- People Strategy and Pay Policy.
Consultation and Communications
Responsible for providing a public relations, research, performance management, communications and internal consultancy service to help the Council achieve its objectives and to maximise its efficiency and effectiveness. This includes:
- Market research and consultation, including the management of FEEDBACK, the Council's Citizens Panel
- Collection, monitoring and reporting of Key Performance Indicators and data required by central government, production of the annual Performance Summary booklet/reports
- Performance management framework, including monthly and quarterly performance reporting to Directors, Councillors and relevant policy committees
- Conducting Best Value Reviews and the monitoring of Improvement Plans
- Key media relations activities including press liaison, advising on advertising, marketing and promotional activities and other corporate communication activities
- Editing of the Borough's magazine, Borough Insight and staff magazine, Grapevine
- Managing internal/external communications, including the intranet and website features and surveys
- Managing the Council's equality and diversity agenda.
