The Director of Finance has overall responsibility for Financial Services, Corporate Risk and Resource Management, Revenues, Benefits, Information Communication Technology and Legal & Democratic Services.

Corporate Finance


This section is responsible for:

  • Coordination of capital and revenue budget estimates
  • Coordination of capital and revenue budget monitoring
  • Preparing the Council's Capital Strategy
  • Producing the Council’s Financial Statements
  • Providing financial advice, information and support to Members, Directors and Service Managers
  • The Council's Treasury Management and VAT functions
  • Preparing budgets for Nonsuch and Epsom & Walton Down Conservators.

Financial Services

This section is responsible for:

  • Risk Management, Emergency Planning and Business Continuity
  • Management of the creditors and debtors functions, cash office and post opening, payroll and Members' allowances, internal audit contract, financial administration and systems development
  • Cash Office is responsible for taking money due to the Council.

Revenues and Benefits


This section is responsible for Council Tax and Business Rates and Housing and Council Tax Benefits for the Authority.  These sections are responsible for:

  • Enquiries from Council Taxpayers and Business Ratepayers relating to registration, billing and collection of Council Tax and Business Rates
  • Ensuring that tax/ratepayers are correctly registered for Council Tax and Business Rates and that they are aware of the availability of discounts and exemptions that they may be entitled to
  • Payment of benefits to people on Income Support, Jobseekers Allowance (Income Based), Guaranteed Credit or on low incomes.

Information Communication Technology


The ICT Services section has day-to-day responsibilities to:

  • Provide, maintain and support the Council’s networking infrastructure, the Town Hall telephone system, Internet and Intranet websites and other applications
  • Responsible for negotiating, purchasing and distributing hardware (servers, PCs, notebooks, printers, etc) to all parts of the Council, including members.
  • Sets strategic direction for ICT at the Council
  • Provision of ICT Training.

Legal & Democratic Services


Legal

  • Provides legal services to the Council particularly in relation to conveyancing, litigation, advocacy contracts and agreements.  The service does not provide advice directly to members of the public
  • Manages the Council’s investment property portfolio and provides relevant advice, project and contract management to internal and external bodies on all property related matters
  • Advises on the development and implementation of the Council’s Asset Management Plan.

Democratic Services

  • Manages the preparation of agendas and reports for Council Meetings
  • Manages the Electoral Register and the organisation and administration of all Elections
  • Reviews the Council's Constitution
  • Supports Councillors.
