Epsom and Ewell Borough Council is committed to the principles of good corporate governance.

The Council already currently demonstrates many aspects of good practice in the relevant areas, which it aims to strengthen through the adoption of a Corporate Governance Framework.

What is Corporate Governance?

For the purpose of its local code, the Council has adopted the CIPFA/SOLACE definition for corporate governance which states that it is “The system by which local authorities direct and control their functions and relate to their communities”

Good corporate governance is not about a specific task or role but about the quality of services and improvement within an organisation.  A high performing organisation must be well governed, able to improve services and maintain those improvements.  The Council has a number of processes in place to support good governance including risk management and internal audit but its arrangements also include good leadership, openness, transparency and sound procedures, which are constantly evolving.

There are 3 fundamental principles encompassing corporate governance which are  to be reflected in all areas of the Council’s work:

  • Openness and Inclusivity
  • Accountability
  • Integrity

In order to demonstrate compliance with these principles, the Council must also: -

  • Monitor its process and procedures for effectiveness in practice
  • Ensure processes and procedures are kept up to date

The Council has therefore adopted a framework covering 5 key areas or “dimensions”, which are: -

· Community Focus
· Service delivery
· Structure and Process
· Risk Management and Internal Control
· Standards of Conduct
