Our objectives and service

Epsom & Ewell Borough Council has a duty to enforce the Health and Safety at Work etc Act 1974 and associated regulations within its district. The Council is responsible for a number of sectors including retail units, offices, warehousing, catering premises, leisure and entertainment premises, and consumer services such as beauty parlours, and tattooists - the vast majority of areas the public has access to.

The Health and Safety Executive is responsible for the remaining sectors and also undertakes research on significant health and safety issues. For more information go to the Health and Safety Executive website.

The primary objective of the health and safety service placed within the Environmental Health Service at Epsom & Ewell Borough Council is to protect workers and the public from hazards arising from work activities and to seek improvement in working conditions in terms of health, safety and welfare.

The health and safety service comprises a range of key functions including;

• Health and safety inspections in local authority enforced premises to ensure conditions are satisfactory and safe
• Investigating accidents, cases of occupational disease and dangerous occurrences
• Responding to complaints about workplace conditions
• Providing education and advice to businesses wishing to improve their health and safety performance
• Dealing with other statutory notifications for example adverse lift inspection reports and asbestos removal
• Run health and safety awareness campaigns to raise awareness for important issues.

If you are a business

As a business you have a responsibility to ensure that you comply with current health and safety legislation and to make suitable and sufficient arrangements for managing health and safety in your workplace.

We can advise you on how to meet legal requirements and observe best practice and will work with you to ensure that you are providing a safe working environment.

Please be aware that you have a duty to report accidents and certain other incidents, (see section below) and we will investigate such reports and take appropriate action.

Talk to us in confidence if you are worried about or have witnessed:
• dangerous premises, equipment or working practices
• health risks in the workplace
• being asked to do something that may damage your health or that of a colleague.

Reporting Accidents, Diseases and Dangerous Occurrences

The Reporting of Injuries, Disease and Dangerous Occurrences Regulations 1995 places a duty on the employer to report certain types of accidents, injuries, diseases and dangerous occurrences to their health and safety enforcement authority. Smoke Free

England is now smoke free.

From 1 July 2007 smoking in most enclosed and partially enclosed public premises and workplaces (including vehicles) is against the law. This means that premises such as offices, shops, pubs, bars, public transport, taxis and work vehicles used by more than one person must be smokefree.
