Discretionary Rate Relief for Charities and Other Bodies
The Council can grant discretionary relief to:
- Registered charities up to 20% (as registered charities organisations are already eligible for 80% rate relief). Community Amateur Sports clubs (CASCs) that have registered with the Inland Revenue fall into this category.
- Other charitable organisations or institutions that are not established for profit and whose main objects are charitable or otherwise philanthropic or religious or concerned with education, social welfare, science, literature or the fine arts (up to 100%).
- Properties occupied by not-for-profit sports or social clubs or societies, or other organisations for the purpose of recreation (up to 100%).
- "Hardship" relief, where the ratepayer is experiencing difficulty paying and it is in the best interest of its Council Tax payers to grant relief (up to 100%).
Discretionary relief:
Non-profit making or recreational and sporting clubs may apply for up to 100% relief at our discretion.

If you are in receipt of Mandatory Relief you can apply for up to 20% top up relief which is granted at our discretion.

Please download and complete the required form, complete and return that form together with any documentation requested to the Rates Section, Epsom and Ewell Borough Council, Town Hall, The Parade, Epsom, Surrey KT18 5BY.
Who pays for the scheme
Some of the cost of rate relief is borne by Central Government from the national non-domestic rate relief (NNDR) pool. The cost to the Council of granting rate relief varies according to circumstance, as set out in the following table:
