The Council issues licences for people to drive private hire or hackney carriage vehicles, subject to Criminal Records Bureau and medical checks.  All drivers must display their badge whilst operating as a private/public hire driver - it is an offence not to do so.

The Council also issues licences for hackney carriage and private hire vehicles and private hire operators.

The Council has approved new Policies for Private Hire and Public Hire Licences, which is effective from 1 September 2008. New applicants will be required to be at least 21 years of age, and have held a full UK Driving Licence for at least 2 years, and pass a local Knowledge Test.

Hackney Carriage vehicles may ply for hire and pick up fares.  Hackney Carriages may also wait at either of the two Taxi Ranks within the Borough.  The main Rank is situated outside Epsom Train Station, Station Approach, Epsom and the smaller Rank, which has two bays, is near the Clock Tower, Epsom.  Epsom Black Taxis can be contacted on 01372 888111, and the Epsom Station Taxi Rank can be contacted on 01372 723619.

Private hire vehicles may not ply for hire (be flagged down in the street).  They are only available for prearranged bookings.

All licensed vehicles must display an external plate which identifies the vehicle, its expiry date and licence number and will have undergone a mechanical and appearance check before being licensed.

As private hire work is by prior agreement and arrangement, records must be kept showing details of journeys, vehicles used and drivers.  This requires a level of administration and people operating private hire vehicles must hold an operator's licence.  Checks made will ensure that any operator is a fit and proper person.

You must complete the appropriate application form and send it to the Town Hall, The Parade, Epsom, KT18 5BY, together with the appropriate fee.  Cheques should be made payable to Epsom & Ewell Borough Council.
